SfGG - Support for Good Governance

SfGG is jointly implemented by the State Ministry of Administrative Reform (MenPAN) and Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ). Cooperation partners include civil society organizations, local governments, and the Partnership for Governance Reform in Indonesia. The overall goal of SfGG is the improvement of public service delivery for all Indonesian citizens.

The activities are framed around two key areas:
  • Improvement of public services through civil society participation
  • Civil service reform including anti-corruption measures
At national level, the project facilitates the development of a policy framework that aims at:
  • Reducing resources of corruption, and
  • Increasing accountability and transparency of the civil service
At local level, SfGG promotes initiatives for service improvement, including a transparent, 'clean', and fair public procurement process. This is accomplished by fostering the cooperation between the public sector, civil society, and the private sector.

Enhancing Public Service Delivery
An efficient, customer-oriented, and affordable public service is a key to just social and economic development. The Indonesian Government and non-governmental organizations have been undertaking numerous initiatives towards reforming its public service delivery. However, the country still faces considerable challenges in improving coverage and quality of its public services.
Major obstacles include intransparent procedures, missing performance incentives for civil servants, as well as an insufficient remuneration and weak internal control systems. Increasing the accountability of the public sector, creating a performance-based civil service, and promoting anti-corruption initiatives are therefore important elements of a strategy towards good governance. To meet these challenges, the Indonesian and German Government agreed to support a bilateral technical cooperation initiative. The Support for Good Governance (SfGG) project started its work in 2000.

SfGG Services
  • Provision of methods and instruments to turn customer complaints into customer satisfaction
  • Support of local and national civil society organizations (i-e. assistance in organizational development, capacity building, governance control, public relations, and networking)
  • Training packages for governance watch organizations (i-e. the management of non-profit organisations, programme management, controlling and budget advocacy, communication strategies, conflict management, government controlling, the controlling of tender process on goods and services supply, budget controlling which is related to the regulations and new policies on budgetting)
  • Assistance in the establishment of an alliance of governance watch organizations (Watch Terminal)
  • Training for transparency and accountability in financial management for local partners
  • Advice on policy formulation processes within MenPAN
  • Fostering of integrity pacts in public procurement (i-e. introduction of public-private sector agreements on 'clean' procurement and civil society monitoring systems in the district of Solok (West Sumatra); cooperation partner: Transparency International Indonesia)
